'Help the citizens'. Not an order he ever expected to hear, nor one he was at ease with. He was neither precisely social, nor well-suited to such things. Perhaps once upon a time he would have been more willing, but now... things were different. They had changed, as so much had.
But this wasn't to say he wouldn't listen. He had heard; he would obey. That was simply the way of things. And so, despite his misgivings, he was out in the streets, looking to see what he could do to help those who might need it. Of course, he was hardly wearing the coat of the Organization. Even in the darkness, that would be folly - although he had taken to wearing darker colors. Dark blues and greys, in order to better pass unnoticed.
Not, he had to admit, the best thing to be wearing if you were supposed to be helping. But he could deal with that. It meant fewer people to bother him along his path. Fewer things to worry about.
However, he had not expected to find Xemnas himself out in the streets. This would bear further inspection, Saïx drifting closer, although still maintaining a respectful distance from both the man and his blades. If he was busy, Saïx had no wish to interrupt him.
