Location: The Jogo da Crianca fairgrounds, at the entrance.
Time: About 9 in the morning.
Summary: Prepare to hear the mayor give a speech!

The mayor stood at the podium, looking out at the crowd of civilians and those who had unfortunately been pulled there. It had been the first time he had actually been out and able long enough to see them all. He hoped that he would stand out; apart from appearing older and balder than most of the city's people, and on the tall and broad-shouldered side, there was little to distinguish him from an ordinary citizen.
Still, this was the moment that he needed to reach out to them, not to stand and look at them as though something might change within the next few moments. Obviously, that would not happen. So, the mayor cleared his throat, knowing that the citizens would probably be happy not to be regaled with a history lesson this year.
"Attention citizens and our esteemed guests!" The mayor began clearly, holding up a hand for silence. "It has been my honor to commence the festivities for the past ten years, when I was first elected as mayor. However, this year may be the greatest year in all those past, because this year we will be able to share the Paixaoian spirit with those who have been accidentally stranded in our midst!
"We may not have gotten off on the best foot, but let us take the time now to revitalize Paixao, and to let others see how we are not so dreary, and welcome these guests with open arms until the time when they can return to their home! This festival is not only the Founding Day festival, oh no, not this year. Consider this our welcome to all guests!
"Before I take my leave, however... it is my pleasure to announce that preparations for refugee lodging have at last been completed. It is completely optional to our guests, but if they should wish to take on housing, the forms are available through my city journal, and more information can be found at the raffle tent.
"With this final note... We should be proud of how far we have come, Paixao. Our founders would think nothing less of us. And in their honor, let the festivities commence!"
(ooc: Following his speech, the Mayor will stick around for a few minutes to shake hands of people entering the festival and somesuch. Feel free to be one of these people, if your character's there that early in the morning X3)
