So you think this was a case of rigging the vote? Praetoris is certainly suspicious, but there are far more of the city's "natives" than people like us. It's not implausible that they would all vote for him.

They don't seem to have the capacity for deep thinking. I don't doubt they'd be easily led by someone with a distinguished-sounding name and well-written leaflets, and I doubt they'd question whether or not he truly exists.
