The flour indurstry has some serious issues. Why can't they find a way to properly wrap flour so that it's not all over the bag when you go to pick it up? Come on flour industry... it's almost 2007 -- it's time to figure this one out. The people in the sugar industry are putting you to shame with their nicely packed sugar.
