Plot Or People? One's Usually First, For Writers

One of the reasons I'm struggling a bit with my new writing project is that I usually start with a plot, then find characters to fit into the story. This has drawbacks, the biggest being that as I create my characters, they sometimes become so real to me that they start saying things I don't want to hear:

fire department, fire, smoky days and sleepless nights, fire book, the no-campfire girls, firefighters, genre writing, the writing process, albion fire department, smoke showing, fiction writing, firefighting

For me it's usually a vague situation and some characters milling about in my head and I try to go from that nonsense

It usually starts that way for me, too, but I try to have it more firmed up before I actually start writing.

I'm 100% not that organized. Half the time I have no idea what I'm doing (or why I quit so many things half way in. it's not that i don't know how it ends...)
