Dear friends, below are a few quotes to help in understanding what “Will of Heaven” means and what it means to follow the Will of Heaven. People who are in political circles can also derive benefit from understanding those principles.
I would also like to say that in my understanding, Gods don’t look at whether someone is a Muslim, a Jew or a Christian, or a Buddhist. They only look at people’s hearts, whether you are a decent person or a bad person. And this is just my personal understanding, those people in the governments should not make cliches based on superficial ideologies, like whether someone is a Muslim or not, but judge using that standard of the Universe: Truth, Compassion, Forbearance. It would be unwise to protect and not bring to the rule of law those who incite hatred, commit terrorist acts, suicide bombers, and those who hire to kill innocent lives.
There is also something on my mind. Master said that in the future, those regions where there are no Dafa disciples will be in dire straits. There are so many Arab speaking people around the world, but many Falun Dafa lectures are not translated into Arabic language and in some countries practitioners are even persecuted. Please observe, at present those countries where there are many Falun Dafa practitioners, where their government officials support practitioners, issue congratulatory letters of support, and contemn the ongoing evil persecution in China, those countries are doing well and are stable. Their societies are relatively stable. This is for Iran to note, that in Russia, the main book of Falun Dafa “Zhuan Falun”, as well as two reports on organ harvesting from live Falun Dafa practitioners, written by a Canadian human right lawyer and a previous member of the Parliament (David Matas & David Kilgour , they are on the Russia’s black list of “extremist literature”.
“...What a person considers, from his human vantage point, to be right, may not necessarily be right. Whether it was the First Emperor of Qin or Emperor Wu of the Han dynasty, whichever emperor it was or whatever he did, those who come after such a figure will pass judgment on him. Ordinary people see things from their own individual perspectives and through the lens of their inherent notions, and what they believe to be good or bad is not necessarily so. Also, the criteria by which a person determines whether someone or something is good or bad revolves around himself: “If he’s good to me, then I say he’s good. If what he does benefits me, then I say he’s good.” So that person he approves of may or may not be truly good. The only criterion with which to judge what is good and bad is the special property of the universe, the Fa. It will never change, it is the truth of the universe, and it is the single criterion by which good and bad are to be determined. The First Emperor of Qin killed many people in the course of unifying China. He killed the rulers of many states, and everyone cursed him. The rulers and peoples of various states were brought under his rule, and everyone thus hated and cursed him. They all judged him from their own perspectives. His unification of China was inevitable. It was the outcome of celestial changes. Had he not acted in accord with the will of Heaven, he would not have succeeded and unification would have failed. Human affairs are thus no more than that. As cultivators we never comment on them. A cultivator will not take an interest in politics, lest he be a politician, not a cultivator.
When mankind reaches a certain point in time, its karma is enormous, and it is beyond redemption. Enormous karma such as that is something man can never pay off. He accumulates, over the course of many lifetimes, karma so massive that it is impossible to pay off, and thus these people are destined to be destroyed. What is meant by “be destroyed”? Small disasters take place and destroy people. War is the most expedient way, and that’s why history is what it is.
The founding emperor of each era had certain warrior entities incarnate alongside him, protecting him and helping him wage war. That was specifically what those warrior entities were meant to do. So their efforts would bring them no merit, but neither would they generate karma-they were just carrying out their task. How many people, even over the long course of history, have seen this for what it is?”

([11] Han Xin was a well-known general who helped establish the Han Dynasty (206 B.C. - A.D. 220). He is considered a genius in Chinese military history.
[12] “Taizong” refers to Tang Taizong of the Tang Dynasty (A.D. 618. - A.D. 907), the emperor who reigned between A.D. 626 and A.D. 649. Taizong is one of the most respected emperors, known for establishing the most prosperous, influential, and culturally diverse dynasty in Chinese history.
[13] Yue Fei (A.D. 1103- A.D. 1142) is a well-known and widely respected national hero of the South Song Dynasty (A.D. 960 - A.D. 1279), who defended China against invasions from the northern nations.

A quote on the detonation of bombs underground and subsequent punishment from Heaven
“I’ve found that everything that happens to humans is the result of what humans themselves have done. In this human world, whether you are happy and whether you are doing well are the result of your own doing. These things often manifest in your present life, while some of these things will manifest in your next life; most of them manifest in the next life. What’s meant by “manifest in the next life”? It means that it won’t occur in this lifetime but will appear in your following lifetime. The part that manifests in this life is called “retribution in the same life” by cultivation circles in the East. [That is,] after doing something wrong, you will meet with immediate retribution. Some people fall on their face when they step out the door after doing something bad. They don’t see it as retribution for doing wrong, but instead think it’s coincidental or natural. I hold that there are no such things as “natural phenomena,” as all things are ordered-coincidence doesn’t exist....
Actually, I can tell you that at the extremely microscopic level of this dimension, they are-including the enormous, pervasive matter-all gods. They know clearly every move and every action made by humans and the things they’ve done. When people do bad things they always think that nobody can see what they’ve done. They know that what they did was wrong but still try to find a self-deceptive excuse that will allow them to feel justified and at ease. They don’t believe in gods whatsoever. Here’s an offhand example. It doesn’t involve any matters of religion or race, I’m just talking about people doing wrong. You probably know that a few days ago a certain country conducted nuclear tests, exploding five atomic bombs in succession. Many countries were shocked! That’s because people the world over all long for peace. What were their atomic explosions for? I’m not invested in any notions. I’m only talking about people doing the wrong thing; I’m not commenting on whether that nation was right or wrong. Let’s think about it. The nuclear bombs were detonated underground, but gods still won’t tolerate the damage they do to the earth, to the human environment, and to the material world that’s composed of different [sized] molecules! When Heaven punishes humans they think it’s a natural phenomenon. The temperature in that country immediately shot up to the highest in the world. It stayed at over 122°F (50°C), and a lot of people died from the heat. And a windstorm came along later and caused many deaths. People don’t realize these phenomena are warnings from gods: “You cannot do that.” People just take them to be natural phenomena. Nothing that happens in this world is coincidental. Just take a look: If any nation, region, or individual does something bad, some special phenomena will immediately follow. Disasters and everything that befalls humans are the result of their own conduct.”

Quote from Falun Dafa teachings about the inverse principles of the human world and the purpose of wars:
“Dafa Is All-Encompassing
Human society is one level created by the Great Fa, so at this level there are bound to be standards of existence that the Fa has set for this level of sentient beings as well as principles for human conduct at this level. The Three Realms are the inversion of everything in the cosmos, however, so the Fa’s laws have provided beings at this level with inverted principles suitable for the existence of ordinary people, such as conquering the world with military force, the victor governing the country, acquiring food by killing, the strong being heroes, and so on. Along with concepts of a good person, a bad person, war, etc., such things have given rise to ordinary human principles and people’s understandings. All of these are wrong when viewed in light of the righteous principles and truths at high levels of the cosmos. So a cultivator needs to cast aside all notions and principles of ordinary people, and only then can he cultivate to a high level and break out of the Three Realms-an inversion of the cosmos. Were ordinary people also to overturn all such concepts and use the righteous Fa-principles of high levels in the cosmos to set requirements for and evaluate humankind or everything in the Three Realms, then the Three Realms would be governed by righteous Fa-principles, human society would cease to exist, and the human condition would be no more. It would be a world of gods, and human illusion and the opportunity human beings have to cultivate would disappear. That isn’t allowed to happen, because high-level beings’ garbage has to drop down, and human society is the garbage dump of the cosmos. For the beings here to exist, there has to be a way of existence for this level; and that way is the requirements and conditions for existence that Dafa created for the sentient beings here.
In high-level cosmic bodies, Great Enlightened Beings’ paradises and lives are born of righteous Fa-principles or are consummated through cultivating with righteous Fa-principles. Everything of theirs conforms to the righteous Fa-principles. An Enlightened Being is the King of his paradise, but he doesn’t rule in the way humans think of ruling; he benevolently takes care of all sentient beings in his paradise with the Zhen-Shan-Ren righteous Fa-principles. Whereas humans’ conquering the world with military force and the strong being heroes are the principles that the cosmos’s Dafa has for this human level. Since the Three Realms is an inversion, so too are humans’ principles inverted understandings when compared to the righteous Fa-principles of the cosmos. So violent behavior such as this-“conquering the world with military force” and “the strong are heroes”-has become righteous human-principles. Because gods control everything of humankind, and wars, the strong, and victory and defeat are objectives that gods want to reach, the strong and heroes are anointed by gods as “heroes” and “the strong,” and they enjoy human honors, which are rewards for humans. Only cultivators who cultivate a righteous Fa should break out of these principles. So how should a Dafa cultivator who cultivates in ordinary human society handle all of the specific things he encounters? If Dafa is being cultivated in ordinary human society, and the number of cultivators is great, they have to maximally conform to the way of ordinary human society while cultivating. Not doing so would change ordinary human society. However, even though you have understood from the Fa-principles that I taught that you should cultivate while maximally conforming to ordinary human society, when you come across certain specific matters, you still don’t have a clear understanding of many things, such as the matter of being a soldier. Soldiers go into combat, and going into combat requires training. What they are trained in are ways to kill people, and in real battles they do kill people. You need to understand that this is wrong by the righteous Fa-principles, but it’s not wrong by ordinary people’s principles, or else human principles would be righteous Fa-principles. Without suffering, people wouldn’t be able to get rid of the karma they have generated among humans. If humans didn’t kill, humans would have no meat to eat; and humans need to eat meat. So humans create karma in the process of acquiring food, yet meat-eating is only one way by which they generate karma. Humans generate karma by merely living in this world-it’s only a question of how much. But in the human world there are also factors that allow karma to be repaid, such as disease, natural disasters, and war. A person’s painful death in war can eliminate karma for that being, it can eliminate sins, and in his next incarnation he won’t have karma and will enjoy a good life. An ordinary person’s kindness isn’t manifest in not generating karma when acquiring food for survival, but rather, it manifests in not keeping count of others’ wrongs, not holding grudges, not getting jealous, not deliberately seeking revenge, not killing people, not taking innocent life irrationally, and not harming life intentionally. If someone’s acquiring food is merely for survival, he generates karma but is not at fault. And wars are planned by gods. But if someone takes an innocent life for some other reason, then neither the cosmos’s righteous Fa-principles nor human principles will allow it. With violations of this sort, gods will use humans to punish those who irrationally take that life. If a large being is killed by someone, then that person’s sins and karma become enormous, especially when it’s a human being who is killed. So when someone has generated such karma he has to pay it off.”
