The end result will be that all but the most foolish of police officers will become far more guarded about what they say on the 'Net.

As to the officer's reference to locker rooms, it seems to me that, while some guys may engage in rôle-playing peculiar to the locker room, most people reset their presumptions and expectations about their own behavior based upon what is said and done around them, and if there's chatter in the police locker room about how to plant evidence or get away with acts of brutality, presented in any way that isn't utterly over-the-top, then some of the officers are going to become more inclined to actually engage in such acts.

We have, indeed, seen that police departments can go bad, with most or all of the officers corrupted, as if pathological attitudes are contagious.

That's a good point, in these situations there's an element of herd mentality so it can take little to start a mass-shift in one direction.
