I waaaaant to say Black Books, even though all I know about it is that Bernard has a lot of black hair and he's always angry. XD

Yes! It's when Manny accidentally locks himself out. Only I might be remembering it wrong and Bernard is outside while Manny is inside... Either way, you got the fandom right! :)

It reminds me of Watchmen, when Dr. Osterman turns into Dr. Manhattan.
