Morality/Sanity Leash
I totally have a thing for the Cable/Deadpool, Batman/Catwoman type of pairings, where
a) X is an anchor of stability in the chaotic life of Y
b) Y is actually the moral reminder of X
...where X in this case is Nite Owl and Y is Rorschach
I think Dan is a very good man, consistent, but the fire for justice, the desire and need to do something about the badness around him, is with Rorschach...even if Rorschach's methods and views are as screw up as he is, he's a part of the screwy world around him that got screwed.
Remember, in the bar, after learning of Hollis's murder, it was Rorschach who had his hand on Nite Owl's shoulder, to remind him about the civilians.
