If you mean quiet in a literal sense, I suppose that's true enough from what I've seen so far - although, like every place, you have a noisy person or two.

If you're using the term more loosely that depends on what your definition of "quiet" is - apparently there have been a few murders lately.

So I guess "quiet" in both definitions would indeed be accurate. It is a world of sleep after all, both permanent and temporary - however, remaining awake seems to be the most transient thing here. Perhaps it's why death has so little impact on the people.
