It usually is during the start of the month. From what I've seen at least. Or maybe the chaos gets covered under all the noise from the new arrivals.

Most of the 'chaos' occurs during the monthly experiments, caused by the residents' reactions to what happens. But there are also exceptions, like when the Malnosso gave us electricity. Many of the residents that didn't know what the appliances and facilities meant got mild electrocutions, or made things explode.

But then these examples do not involve malicious intent from the residents, so I suppose the chaos that results then are not as worrying as, say, the chaos that resulted from these few days.
