I think it really depends on the show. Law and Order SVU has a huge following because the Olivia/Alex story line (and now Olivia/Casey) is pretty much canon. There was even a scene where Casey randomly brought in her softball glove and bat to work. Why the hell would a D.A. need that during the day? Leave it in the car--seriously. lol
Anyway, shows like Numb3rs are largely male dominated. Sometimes I feel like they throw Megan or Amita in for the hot factor and then return back to the drama/action. Gay characters are getting some air time on several shows, but it seems like they're used as the crazies, murderers, comic relief, etc.
Men do seem to have the most well developed characters. Look at shows like Without a Trace, Law and Order Criminal Intent, and CSI Miami. We know a lot about the main male characters and the females seem to be thrown in just to balance out the system. In particularly Criminal Intent: the show could be written w/o the women but then they would lose their male audience.
