I'm not entirely persuaded that these statistics are entirely meaningful:
Majority of UK doctors struck off have been trained abroad.
Let's say I have the strongest suspicion that the General Medical Council has a good deal of prior form on stringent disciplining of doctors who are not part of Dead White Male networks, while Good Ol' Boys with the right professional connections to cover their backs can get away with a great deal.
I think it is in Barbara Brookes' work on abortion law reform that she remarks that doctors who were actually struck off for performing abortions seem disproportionately to have been either women, or with noticeably non-Anglo-Saxon/Celtic surnames. The same may apply vis a vis prescribing narcotics.
