Basically, they say for the current level 3, examinee has mastered grammar to a limited level, knows around 300 kanji and 1,500 words, has the ability to take part in everyday conversation and read and write simple sentences. This level is normally reached after studying Japanese for around 300 hours and after completion of an elementary course.
I would suggest you go for the old test instead of the new one. The old one is already as hard as it is, the new one would definitely be harder.
Grammar? I think if you study and understand the grammar points taught in your school textbooks (probably book 1 & 2) then you should be ok with level 3, if not level 2. As for level 1, I don't really know about any books in English would help you to study for level 1. This series also have level 2 and 3 grammar, kanji, and comprehension as well. However, these books are all in Japanese.
