Maes Hughes ❤❤
Put simply, Otacon regards Hughes as something of a kindred spirit. From the moment they first spoke, Otacon couldn't help but be facinated by the world called Amestris where alchemy was possible--not only that, but practically commonplace. Being able to talk to another person that was the 'normal' one among their group was nice to say the least. As far as he's concerned, Hughes is that kind of person that can make you feel better about anything just by talking to you; which he happened to do to Otacon in their first conversation.
That aside, Otacon is the smallest bit jealous of Hughes having such a loving family--the concept being a bit of a touchy subject. And there's still the matter of the 'girl' Otacon likes that Hughes is insistent he ask on a date...
