I'm still trying to figure out under what circumstances it occurs, but once someone becomes an animal, they turn back into a human after a short amount of time, and...their clothes didn't transform with them, so they're naked.

If you see any animals near piles of clothes, I suggest either leaving them alone, or bringing them and their clothes to a safe place so they can transform back with most of their pride still in tact...
