My favorite town in Oregon is Eugene. Part of it is very liberal, part of it very conservative. It's not a big city, which is a plus in my mind, and it's a college town. It's in a pretty setting.

I think that anywhere in the Willamette Valley is a good idea if you are liberal, or the east side of the mountains and coastal areas if you are not. These, of course, are generalizations.

Portland is smaller than Seattle and it rains a bit less here (not by much). If you like the more cosmopolitan atmosphere, Seattle should be your choice. If you want a more intimate atmosphere, Portland is your choice.
Portland's northweast and north neighbourhoods seem to have more "community" though each has it's own problems.

There is a district called Pearl District on the outskirts of downtown portland and it is everything you were asking about! I have lived in portland my whole life and i wish i lived in the pearl district but i dont. It isn't busy very often, it has great shopping, you have many of places to choose from to live in. tell me if you learn more about it and like it! It is wonderful!!

The Pearl District is grossly overpriced and populated by well to do wannabe artists and debutantes. IF she moves to Portland she would do better in the Belmont or Hawthorne neighborhoods probably, since the population there is closer to her demographic and her school. Many older homes there have been converted into apartments and most people who live in the neighborhood love it there. Portland is in fact divided into several neighborhoods that have their own neighborhood associations and community events. Boise-Eliot, Albina, Alberta Arts District, Hawthorne, Belmont, Mississippi and St. Johns to name a few. So it is literally divided into mini-communities.

I just moved from Portland to Eugene. There is always something happening in Portland. There are more stores, more people, more resources (generally) and it has the best mass transit in the country. I <3 teh Max. However it also has crime and a higher population of assholes ( ... )

I am always an advocate for Portland! I have lived here my whole life and haven't always loved it, but since coming back from college I really love it here. I grew up in SW Portland, very close to Lewis and Clark. Honestly it is a bit of a suburb like area. Mostly houses and small businesses. But Lewis and Clark is a great school, congrats for getting in!

The Pearl is a great area. I am nannying there right now it's been fun to explore it. Since your budget is pretty high that could be an option, but it is on the completely opposite side of town from Lewis and Clark. Would be a commute.

I live in SE Woodstock area right now and I absolutely love it. Very liberal, bikers everywhere, and people who bring canvas bags to grocery shop. And is a bit closer to the school. You could probably get a house in this area.
