Even after all these months, Gyarados is one of the tallest Pokémon I've seen. Perhaps that is why Magikarps know so few attacks; they need to keep their energy for their evolution.

I think so, yeah. Feebas is one of the quieter ones. I've been trying to train it like I did with the Magikarp.

You'll not regret it. The contrast is not as great as it is for Magikarp, but Milotics are extremely strong.

I do not think their evolution depends on their level. From what I could tell, it is happiness-induced like Cleffa's or Riolu's.
