If you actually like your job and want to stay in it then I would go for a mix of (a) and (c) and keep (b) as a back up plan if you can't cope (no point moving to another job that you might hate unless you have to), although it depends what your raise is likely to be in September - if they're going to offer you a measly 20 cent an hour raise or something then it's not worth hanging around.

I'd start looking for another job in case you have to get it (if it's restaurant or retail or something you can walk at pretty short notice when you do get a raise) and just drop it into the conversation naturally that you're really surprised by how much it costs to pay bills, how they add up, etc, and that with your student loans coming up you're gonna have to start looking for a second job to cope with it. Even if he doesn't get the hints it will at least soften the ground for going with C later and maybe give you some ideas about whether you're going to get a significant raise and whether he's going to be ammenable to asking for it early.
