He couldn't even be on time for the anniversary of her death, and he's ashamed to offer her these flowers after all the monsters who have crushed them tonight. He remembers times when Buffy used to tell him that it was, "Better late than never," when he was late arriving to her rescue, but Angel knows the truth now.
He's late to Cordelia's grave. He was too late to save her. He was too late to tell her he loves her, and now he hangs his head in shame.
