Lip balm just really doesn't cut it

It's the time of year when I have chapped lips 100% of the time. Winter is my favorite season, but this is the price I pay for it. I've tried all different kinds of things on my lips, from Chapstick and other waxy lip balms to Carmex (I'm allergic--it made my face swell up and I had to go to the emergency room) to Blistex (ointment)... they all work for about five minutes, then my lips are back to being like dry tissue paper, tearing and flaking apart--sometimes bad enough to bleed.

I wish I knew of a solution. Part of me thinks I might be dehydrated. I drink water when I remember to, but I think overall (year round) I'm probably less hydrated than I should be. But I don't know how much difference hydration would make on my lips.

I also hate the way my lips feel when I have lip balm on. They're sort of pasty/slimy/sticky and it feels weird. Same reason I don't like wearing lipstick. Well, that and the fact that when I wear lipstick I have to reapply it every 30 minutes or so because for some reason I just wear it off really quickly. At least I assume that's quickly. I haven't done a poll about how often most women reapply lipstick, so maybe that is normal? Hmm... maybe I should post a poll. On LJ it won't get many votes, but it might get a few. I'll do it!
