Permissions: Broadcast Empathy

Ilsa has gotten a box of matches, her broadcast empathy.
This one is going to be tricky. She's ethically not the sort to use it, but she's got to get back in the habit of watching what she feels.
Her range for this one is smaller, able to project over several city blocks, or the average major league sports stadium (with a capacity crowd) just before she got pulled into Mayfield. Again, her range and strength are severely restricted at first. This time it will hbe hard for her to reach further than a few yards or a few people in the first days.
