Cruising in public toilets

What's with these people who goes cruising in public toilets? Can't they just let others pee uninterrupted / with peace in their mind? Of all the many many urinals that are available there, this person have to use the one next to you and pry his eyes to your urinal. What's wrong with these "losers", who probably didn't know what it is meant by

maybe he found it hard to locate you pee pee so he was trying REAL hard to verify if u were in the right toilet... *giggles*
