At his core, Ling is someone who will not stop striving for the things he wants. He is the child of the Emperor within the Yao clan and the well-being of his people is the most important thing to him. He takes his responsibilities as a prince very seriously. Ling strongly believes that “a king cannot exist without his people” and his dream of becoming the emperor is directly related to them; if he rises to the top power so would the rest of his clan. However, he’s still pretty ambitious and will do whatever he must to achieve this goal, even if it means his image as a prince is lowered amongst outsiders.
His position has also greatly influenced his views on the world and the morals and values that he holds. He seems to have matured beyond his age in some aspects, and this combined with his looks makes it hard for most people to believe that he’s actually fifteen. He is fiercely loyal and expects everyone else to be the same within their own groups. He finds any kind of betrayal to be terrible, though this is really only seen with the homunculi within the series. Having spent most of his life in danger of assassination, he is more willing to fight or possibly even kill someone that poses a mortal threat to his life or what he holds dear. He has also had to learn some dirty tricks to gain the upper hand in fights and will use them when necessary.
Out of his entire clan, Ling seems to be especially close to his bodyguards Fuu and Ran Fan despite the fact that he makes a habit of running away from them when their backs are turned. While they are fiercely protective and would sacrifice life and limb for him (respectively), Ling is just as concerned about their well-being and will do whatever he can to make sure they stay safe. He seems to hold them on a higher level than where they consider themselves to be in comparison to him and will talk almost casually with them even when he’s giving orders. He will also guide Ran Fan through social situations sometimes as she seems to be too defensive around other people.
Ling’s views on his people, loyalty, and his protectiveness, while admirable, can lead him into trouble. Even though he tries his best to prevent anything that would harm someone he cares about from happening, if he isn’t able to do so he’ll put the blame on himself. While he doesn’t look down upon any sacrifices people will make on his behalf, it eats him up inside. If he can, he’ll try to cover this feeling up. His guilt can drive him to search for things he thinks will amend the situation or even it out, though, and sometimes these answers can be rather foolish or reckless.
Ling is generally cheerful and easygoing. He tries to smile all the time because he has what other people call “shifty eyes.” He has a lot of energy and can be pretty talkative and active around people. He can come off as arrogant, though his position as a prince probably has something to do with this. But much like with his clan, he won’t hesitate to help out his friends if he can. He does seem to expect some amount of respect from them once they know he’s a prince, but he doesn’t push this if it won’t get through. While he is pretty friendly once he knows he can trust a person, he’s also been known to put on an almost overblown act when trying to get something from someone he doesn’t know that well. While still being friendly, he’ll also come off as annoying and as a bit of an idiot when he’s like this. He’s also willing to use force to get what he wants, however, so this situation is actually the better end of the deal.
He tends to act pretty silly even when he’s not overdoing his friendliness. One of his most notable quirks is his appetite. Ling gets hungry very quickly and if he gets hungry enough he’s been known to collapse. He’s able to eat a shockingly large amount of food when this happens, however, and (especially in Amestris since he had no money) tries to find ways to pass off any expenses to someone else. Ling will hang around outside of windows and listen in on people when wants to and he generally enters rooms through them as well, much to the surprise of whoever is in there. He flirts with Winry and asks her to marry him on two occasions, though the fact that he laughs off her rejections implies that he wasn’t completely serious. He’ll whine about things he doesn’t like or doesn’t want to do in some situations, too.
Ling is able to become serious when the situation calls for it. He is actually a very good tactician when it comes to battles and making plans and his sword fighting abilities are nothing to look down upon. He is very observant as well, though his ability to sense a being’s chi flow helps immensely in this field. He has a lot of confidence, too, going as far as to tell the homunculi not to underestimate humans. Even if he’s worried or freaked out by something he’s usually still able to at least keep up an act of this confidence. Despite initial impressions, he’s actually very intelligent and definitely a good person to have on your side in a scrape.
[ Strengths/Weaknesses ] :
Ling is very skilled in martial arts, though not as much as his bodyguards. Due to growing up with his life constantly in danger he's an excellent sword fighter and is skilled in defense. He will even fight dirty should the situation call for it. Ling is also able to sense the flow of chi, or the life force, in any living creature which makes it extremely difficult to catch him off guard. These skills also make him very good at sneaking in and out of places. He's especially good at avoiding paying his bills.
Ling is an excellent tactician and has good leadership skills in any situation, though this is not surprising given his position. He will put the safety and security of his people before anything else. Even if they are not sworn to his service he's pretty good at getting people to do what he wants, using his overblown silliness act to achieve this usually.
His sense of duty toward his clan is also one of his biggest weaknesses however. He will not tolerate any harm coming to them and will put his life on the line to protect them. If he feels he's failed in any way, such as after Ran Fan lost her arm, he feels incredibly guilty. Ling will act very recklessly in situations like this. His huge appetite is also a weakness, and if he grows hungry enough (which happens surprisingly quickly given how much he eats) he'll collapse on the spot.
[ Other Important Facts ] :
Ling carries a fairly large blade with him and also wears a pouch which contains a few smoke bombs and grenades should he find himself in a corner.
[ Sample ] :
Waking up on the pavement wasn't anything new to Ling, but after falling asleep in the hotel he knew something was wrong. He also felt very wet. What was going on?
Ling lifted his head and looked around. This definitely wasn't Central City. He stood, glancing at his wet clothes with a frown before examining his surroundings. This place felt strange, too, but not in the way Amestris had. He quickly noticed a strong flow of power coming from a large structure nearby which looked like a large piece of coral. There were also a lot of people here, but no one was near him or looked like they were threatening him. Actually, on that note...
"Ran Fan?" he called. He waited a few seconds and when she did not appear he knew something definitely was off. He crossed his arms, turning around to get a better idea of his surroundings when his face met a small orb of light. Ling blinked at it in surprise. It just seemed to be... hovering there. He tried to swat at it but it zipped out of the way, still remaining nearby. He began another swat but froze as the back of his left hand caught his eye. There was a strange marking there and judging by how wet he already was he doubted he could remove it.
After a moment he dropped his arm, a wry grin coming to his face. "Heh, and I thought Amestris was interesting..."

I know I used it in the sample, but I'm not quite sure how his chi sensing would work here. I already know his powers would be toned down, of course, but would he be able to tell anything about Lamufao's energy pattern or would that be blocked from him for some reason since there's so much mystery to this place?
