What is comes down to is that there doesn't need to be 20 pages of comments only dedicated to "Where's Cas?" and "Needs more Cas." statements. That is spam. And this rule will also probably be applied to comments regarding Sam, Dean, Bobby, and so on, if they get to be a spammy amount.
Yes, these comments will still happen, we acknowledge this. Yes, ~scrolling is easier. But hopefully by this being addressed beforehand it won't reach the amount we saw last season.
We're not saying discussing characters that aren't in the episode isn't allowed at all!
We're just really hoping to see less of those two-word stand-alone comments (towards Castiel OR any other character who is not in an episode/post) when there's stuff that's in the actual posts that can be discussed along with it! :)
The Shipping-Lite rule applies to other ships as well, popular or not. This rule has actually been in effect for several months, and it's hard to moderate a fast moving post, like the FFA where most shippy stuff gets posted, right away.
We're actually not trying to alienate a certain group of members, so I apologize if you feel this way. There are dozens of communities designated for certain ships, so we try to be as neutral as possible. As a general community, we're trying to keep all members comfortable, for those who ship and for those that don't ship at all.

I hope this made some sense to understand.
