You can watch the stream using Key Hole TV.

Download and install the "Viewer Software" onto your PC. It's simple and not that heavy like TVU or Sopcast. Please refer to this site for farther informations! Ver. 3.14 is the latest version.
Once you finish the install and run the Key Hole TV, Please double click and select テレビ東京 (TV Tokyo) from the channel listings. Seems like currently it's listed in the sixth from the top.
