The clinic is trying to comply with the law, according to owner Diane Derzis, but it has been hampered by red tape and the cumbersome application process to obtain hospital privileges.

AKA: Here, have a law that's too difficult to comply with in the amount of time we're allowing you to attempt to comply with it.

This is a LIE, he knows good and well this will drive women into the arms of back-alley abortionists and taking penny royal oil or using a knitting needle or a coat hanger. He freaking KNOWS that.
