I would litter that stretch of highway as much as I possibly could.

Exactly. I'm normally a clean person (outside of the house, anyway) but if I saw such a sign while I was driving, it would be incredibly hard to resist chucking as much junk I had with me as possible toward that area.

I'd fill up my minivan with trash, drive down the 12 hours or so, and dump it all on that stretch of roadway.
