At first I was beyond shocked that this could happen, but then I thought about it for about a minute and realized it's not surprising at all.

This. They don't care about some poor homeless black teenager and they clearly STILL don't since she's languishing in a foreign "detention facility" and our government hasn't made a big stink about getting her home NOW.
