"WASHINGTON - The Obama administration announced Friday that it was scrapping a long-term care insurance program created by the new health care law because it was too costly and would not work.

It kind of sounds like it was half-assed, to be honest. As in, it sounds like it would have been better if there were a mandated enrollment, like the health insurance bit of the ACA - that would've avoided the issue of having too small of a pool. Or if it were more like Social Security/Medicare, where it comes in the form of an automatic payroll tax.
