We just need to deputize 30,000 women like them and Detroit won't need a police force, or have Wayne State Police in charge. It's a bad sign when Detroit PD run from the campus cops.
Not surprising. My brother had someone try to steal his car from a parking lot in Detroit a few years ago. They weren't successful, but they had smashed the steering column up bad enough that he couldn't figure out how to start it. When he managed to flag down a cop, she basically told him "sorry, I can't write up a report, or call you a tow-truck, or give you the phone number for a local tow company, or give you a ride to the station." Thankfully, he and his friend finally figured out how to hot wire the damned thing.
I went to Wayne State, and their police were pretty decent, and did a really good job of patrolling the campus. I was told (not sure if it is true though) that the precinct around Wayne State was the safest in the city because the university cops pretty much took responsibility for that area.
A student of mine got her car stolen. The next week she was in traffic in a friend's car, and noticed that the car in front of her was her car! They followed it and called Tucson PD, who refused to do anything.

I knew that the Detroit Police had problems but this takes the cake. Kudos to the women, they were right.
