That said, I still think the "needing to hide from men's stare" reasoning is fucked up.

I agree, in an ideal world guys would be more respectful. However, the reality is that many men DO stare, so as long as men keep on doing what they're doing, women should do something to avoid those stares

I honestly don't think staring back would do much good. It might work on most Western guys or those with moderately good intentions, but if a woman tried that in a more conservative country, trouble would most likely ensue. It could just provoke someone further

Is it common in more conservative countries for women to let their "junk and shit hang out all over the place" though? I kinda had a less conservative country in mind when I said to stare :)

From that angle though, what do you think could be be done in more conservative countries to challenge the idea it's the woman's responsibility to avoid stares rather than the man's responsibility to not leer at women?
