I'm not comic savvy. Is the woman holding the rainbow flag a superhero character?

Sadly, no, it appears not, though her design does seem to take cues from Wonder Woman.

I say sadly because I thought it actually was Wonder Woman at first, to be clear. I see why the artist would want to focus on a group of civilians, given the context in which the book was created.

Yep! Batwoman, aka Kate Kane, my favourite Bat-superhero. Was military, discharged due to discriminatory homosexual laws, was inspired by Batman's symbol to serve Gotham another way with the help of her military general dad.

The J.H. Williams III and Greg Rucka penned comics of her were really good.

EDIT: Whoops, I can't read. Yeah, I don't know who she is either.

Based on a glance I had at the cover artist's Twitter, I'm pretty sure the lady with the flag is an originalcharacter. I'm on my mobile or I'd link, but basically someone asked if it was Wonder Woman and she said it isn't without giving any other name.
