Grand Jury Declines to Indict Officers in Tamir Rice Case

A grand jury declined to indict two police officers involved in the fatal shooting of 12-year-old Cleveland boy Tamir Rice, prosecutors said Monday.

Rice's mother has been informed of the decision, Cuyahoga County Prosecutor Timothy McGinty said at a press conference Monday afternoon.

"She was broken up and it's very hard," he said.

The prosecutor said a "perfect storm of human error" led to the death of Rice, who was holding what turned out to be a pellet gun when he was shot by police.

McGinty said newly enhanced video shows it is "indisputable" that Rice was removing his gun from his waistband when he was shot. He said it is nearly certain that the boy meant to hand it over to the officers to demonstrate that it wasn't a real gun.

But he said there was no way the officers could have known that.
