He's not even certified. Rand Paul's certification comes from the “National Ophthalmology Board”, an organization that he founded back in 1997.

Certification and licensing are slightly different things for docs. Certification says you're qualified in a particular specialty, licensing approves you to practice medicine in your state. His eyeroll-worthy certification doesn't preclude him from being licensed, but lying and other sorts of misconduct could and should,
