You bet. My school used to race them in track, and I'm from the Rochester area, so I'm vaguely familiar with the school. I also volunteer in the area that the school is in, and it's not the nicest part of the city. Thanks to the white flight to the suburbs, particularly the affluent eastern suburbs, inner-city Rochester is predominantly African-American. So, while the 3 kids were not doubt harassed due to their race, the other 17 were definitely not all white.
The mayor-elect of Rochester, Lovely Warren, is a black female, so it'll be interesting to see what changes happen under her. Don't get me wrong, the RPD definitely deals with shit in the inner city that I can't even imagine, as Rochester's crime/murder rates are high for a city of its size - partially due to Rust Belt economic depression, and also the highly-concentrated areas of poverty. But the RPD definitely likes to take things too far (like the young woman who was arrested for, I think it was, recording an arrest that the RPD was making.... forgetting her name at the moment).
