So based on what I know of how CPS works, the system really fucked up on this one.

My parents used to do it, and my mom said that kids were generally placed into three categories based on vulnerability: babies and ones who couldn't get away from the abuse (highest priority), kids who were able to get away but still couldn't fend for themselves (middle priority), and teenagers/older children who could get away from the abuse and care for themselves (lowest priority). Sounds like they placed these kids in the lowest priority (which was totally inappropriate, because if one kid is special needs and the other is taking care of him then they should automatically move up to top priority), and as a result they didn't catch this before it was too late.

I feel really terrible for the sister, but I'm glad she's fighting back. And I'm glad the brother is getting therapy after what he had to go through; having to change his dead brother's diaper before the paramedics show up is something that will haunt him for life.

The system really, really fucked up on this one.
