I can't speak for Toronto cuz I'm from the US but I took it as the phrase "good to go", meaning everything is good, the monkey is unharmed, etc.

Another article I read about the poor wee dude said that they were looking into finding an animal shelter that can properly take care of him.

Oh, good. I'm glad he's going to what sounds like a good place. And I like the name! Poor little guy. Seeing him dressed up like that, like he's a living doll or something, just makes me so sad.
