As far as why he'd be time- traveling, I've only got that he was with Claire when the wheel became unstuck and thus they traveled together. But that's just me trying to make sense of all this weirdness. It might make more sense if/when we find out how exactly he became Smokey, maybe it afforded him some unique property to travel along to whenever the island flashed.

OH, SHIT, GOOD POINT. HE WAS WITH CLAIRE AND CLAIRE DIDN'T TRAVEL IN TIME BECAUSE SHE WAS BEING HARASSED BY THE TEMPLE OTHERS FOR THREE YEARS AND THE OTHERS DIDN'T JUMP WITH SAWYER AND THEM.
IMO it's important that Flocke said that he was ONLY Christian when leading Jack to the caves. Jack asked if he was Christian on the third day (oooh okay I am just now getting that reference), and Flocke said yes, that time he was.
I'm sure he wearing the Papa Shep Meatsuit a few other times, but Flocke is REALLY particular about his choice of words. Those times you mentioned might have actually been Dead Christian or something, and other times were probably Flocke.
