I'm not sure. Of course it would prevent Bayern-Man City in this season because both are the champions.
Let's say you make pot 1 the champions with the best ranking that you would see: Bayern, Benfica, Atletico, PSG, Man City, Basel, Shaktar and Juventus.
Pot 2: Ajax, Anderlecht, Bate, Ludogorets, Malmö, Maribor, CSKA, Olympiacos the 'smaller' champions
Pot 3: Best non-champions: Real, Barca, Chelsea, Arsenal, Schalke, Dortmund, Porto, Zenit
Pot 4: Apoel, Atletic, Roma, Liverpool, Monaco, Leverkusen, Sporting and someone I forgot.

We could have groups like:
Bayern-Ajax-Barcelona-Liverpool
Or Man City-CSKA-Dortmund-Roma
Or those any better or more balanced than the groups we have now, I don't think so.

Manchester City is the champion of the self-proclaimed best league in the world. They should be able to survive this group and if they want to become the champions, they have to start beating the other European top teams, starting with Bayern.
It's actually Bayern that should complain, they are not only a champion, they have played 3 of the last 5 finals and their group is very difficult again.
