[Due to spoilers involving the new game, part of the History section is whited out, but is still there.] Roxas was "born" when Sora gave up his heart for Kairi, and was found in Twilight Town, outside of the White Mansion, by Xemnas. Taken in and given the name "Roxas", he became part of Organization XIII, a group of Nobodies determined to regain their hearts through any means necessary. All of them had lost their hearts in some way, and their goal was to create another Kingdom Hearts, formed from the hearts of others, if they could not get to the original. Roxas was called Number XIII, the Key of Destiny. He became good friends with Axel, but for the most part, he did not seem to keep close to any of the others within the Organization.
[Spoilers here, highlight to see:] He met a girl named Xion, Number XIV, and she was entrusted to him when Axel departed to Castle Oblivion. Slowly, she opened up to him, and they became close friends. They went on missions together, the both of them realizing quickly that only one of them could wield the Keyblade at the same time...until one mission, when she received her own. Suddenly, Roxas drifted into a coma, and did not awaken for weeks. When he finally came out of his sleep, Axel had returned, and the events in Castle Oblivion had already occurred. Roxas began the tradition of eating ice cream of Twilight Town's clock tower with the both of them this time, and they grew to hold a close bond. However, things began to change. Roxas began having dreams about Sora. He began imagining his every movement involved Sora as well. Xion began to have similar problems. She began failing missions, she fell into a coma, and finally she deserted the Organization. Roxas and Axel tried to get her back; she struck back. Axel knocked her out and took her back to the Organization. Infuriated at how everyone was keeping secrets from him and no one would answer his questions, Roxas became more and more skeptical of the motives of the Organization. When he felt he could no longer trust Axel, he left as well, claiming no one would miss him.
Xion met him at the clock tower and revealed her true form: she was a replica created from the leaked memories of Sora. Because his memories of Kairi were so powerful, she took on a female form and looked a great deal like her...but she was just a replica. She was designed to reflect people related to Sora, which is why some saw her as Sora, some saw her as Riku, and others saw her as a nameless, faceless person. Xemnas created her in order to have a keybearer in case Sora proved useless. Her final mission would be to destroy Roxas. Driven insane by the memories of Sora engulfing her mind and body, she turned into him, and attacked Roxas. She wanted to absorb him and become a whole person, no matter the cost. She transformed into a mechanical monster and attacked him. In the end, Roxas won, and she turned back into her normal form...but already Roxas began to lose his memories of her. She told him not to worry, that she had destroyed herself so she wouldn't hurt him, that she was returning to Sora. Roxas held her as she turned to ice, as the fragments of her being began being absorbed by him in turn. She told him to take her heart back to Kingdom Hearts, to not let Xemnas have his way, and that she was glad she met him and Axel. She faded away and Roxas shed a tear for her.
He struck out on his own and was ambushed by Heartless in the center square of the World That Never Was. Riku joined him in fighting them, and the two fought directly afterwards. Roxas defeated him, but Riku turned back to the dark, attacked him, and knocked him out. His memories of Xion disappeared at this point entirely. He was taken to DiZ and imprisoned within his virtual Twilight Town project. For an undetermined amount of time, probably weeks, Roxas was trapped within the confines of the virtual town, believing he had friends, a heart, and a life. Glitches began to happen in the system. Roxas began to remember Sora's memories. Riku had to interfere. And then Axel showed up, breaking the barriers and urging Roxas to come back, even though the boy could not remember.
Slowly but surely, under DiZ's instructions, Namine's interferences, and Axel's intrusions, Roxas remembered everything, and made his way to the mansion on the outskirts of Twilight Town, where DiZ was constructing his operations. Namine regretfully informed him of his true nature as a Nobody, but promised to meet him again. Heading to the basement of the mansion, he encountered Axel, and fought him, despite his memories returning completely. He defeated him, making a promise to meet him again, before he moved on. DiZ allowed Roxas to enter the room where Sora was, but it was only a digital fragment of the man, and he left before any real damage could be done. Faced with Sora's sleeping form, Roxas willingly gave in, and disappeared, back to his Somebody's heart.
However, he was not fully suppressed. When Axel died, he was aware, and broke free to challenge Sora for dominance. He lost in the battle, but expressed his admiration for his Other, and went back to him, this time to help him in the final battles with the Organization. He met with Axel one last time in his subconscious, and the two spoke. The red head told him that he believed Roxas had a heart, but could not be sure. They contented themselves to enjoying their final few moments together, before Roxas went back to Sora and disappeared. Eventually, before Sora fought Xemnas, Roxas and Sora formed together for good, content and whole.

Roxas arrived in World's End at the end of September. Greeted by several people, including Xemnas, Zexion, and Axel, he was quickly told of the world's state, the Crimson King, and the fact that he is not the first "Roxas" to arrive. His "past selves" were selfish and nihilistic, cruel and sadistic. Axel had distanced himself from Roxas and the boy tried to patch things up between them. Sadly, he discovered that Axel and Zexion had been partners and he was at a loss of what to do. Monthly, there would be dreams that almost everyone would experience, tormented visions of people's home lives, their fears, their aspirations, and their futures. They were deceiving and cruel, plaguing Roxas for his entire stay in World's End.
The Organization had their own castle, one he tried to infiltrate more than once. It didn't work very well and he had to try and do what he wanted through the city. He discovered that Axel was playing for power in the Organization and using people in the city to do so. He quickly distanced himself from the issue and made to help the people in the world, something that proved extremely challenging without his best friend at his side.
Albert Wesker was first and foremost among the enemies he made in World's End, one who took advantage of Roxas' power and strength. Xemnas, too, tried to coax the boy into opening a powerful door in the police station that led to people changing. The door supposedly could open the way to new realities, but if you went in, you would be changed into another version of yourself. Roxas was anxious over the idea and kept himself away. It wasn't long, however, until the 21 Sacraments began and he joined the police force to try and help them as a secret member. Sora and Riku showed up but did not stay long; they left after the first "world hop", something World's End did from time to time.
A man named Terra was there to comfort Roxas, but he also proved to have ulterior motives in the beginning: he kept him away from the Organization and Axel. Roxas struck out against him but soon began to trust the man who seemed to know more about him than he had ever told anyone else. Riku's Replica also arrived, becoming fast friends with Roxas through everything.
The world changed again and Roxas turned into an alternate version of himself, twisted and cruel. Frightened by what he became, he distanced himself from others, but Prince and Sheik, two friends he had made, were there to help him. They adopted him as one of their own, the three becoming like brothers and holding fast to each other. It was not long after that, however, that several people suddenly disappeared, including Axel. He finally had access to the castle, but at a cost. It wasn't long from then that Roxas took control of one of the buildings and ran it like a boarding house, becoming a prominent figure in the city.
The Crimson King's influence seemed to have disappeared from the city but a new god named Discordia took control, hurting several people that Roxas was close to. Konan, a ninja and a friend of Roxas, killed him in cold blood. Revived a day later, he was greeted by other Organization members who had arrived and summoned for a meeting. Terra fell asleep and refused to wake up for several weeks. While other people began to return to the city, Roxas simply fought to keep his friends safe, especially when his Other arrived once more.
He then met a creature named Hehsebamon, a man who could not tell the truth. He mentally tormented Roxas for days with memories and thoughts when the two of them were suddenly connected and he couldn't break free. Once freed, he found Axel once more and befriended a man named Reno who reminded him of his best friend. Both of them left a short time later as well as some other friends.
Disillusioned, he finally met with Xion, whom he had forgotten because of what had happened to him back home. Namine and Riku began a relationship that began to constantly hurt Riqis (Riku's Replica), and Roxas began to feel put off from his two new friends. Roxas was kidnapped by the Crimson King's foot soldiers and put through the Door, his twisted self returning. He was saved by Terra, who had awakened a few weeks prior, and he stayed by the man's side for a long time. Eventually, more people left and the city fell apart. Terra told Roxas that he was missing something and Hehsebamon promised that he could restore what Terra was missing. He did, but Roxas passed out for several days and several people left once more.
The world shifted again to Topeka, Kansas, and the remaining citizens became sick and slowly died. Roxas was the last to fall among his friends and all he could do was burn their bodies to help others from contracting the diseases. Xemnas eventually came to him and killed him with his own Keyblade. The Dark Tower in the distance began to crumble when Roxas returned. He gathered his belongings in a duffel bag, said his goodbyes, and went with Xion and Riqis to other worlds. Along the way, he left a trail of red string around the doors when they arrived in other worlds so they could find a way back to the central nexus and find new places to go.
However, his first destination would be Bellpointe.
Personality: As the thirteenth member of Organization XIII, Roxas has been seen as the underdog and the most subservient of all the Organization members. He is often sent on missions with other members teaching and watching over him, but it is easily seen how competent and powerful he is, even if he does follow orders. However, it's apparent that he has a questioning nature, because he often asks things the members wouldn't normally disclose and he is one of the few that actually hesitate. Even so, it's fairly clear that he doesn't intend to act like he is the lowest rank, and instead rises to the occasion.
Roxas is one of the few members who have been fiercely insistant in his belief that he not only has a heart but can feel emotions. He has been shown as protective of his friends and both kind and caring to the few people that treat him well and with respect. His interactions with Axel, and what little we've seen of him and Xion, have shown a good glimpse of Roxas' kinder nature. He and Axel share a bond of loyalty and friendship that is practically unheard of amongst Nobodies.
Of course, as with any person, he has a darker side to the kindness. When angered, he is a force to be reckoned with. The few times he has displayed that emotion were when DiZ used him and when he was protecting his Twilight Town companions. He has shown to be protective even of people he doesn't know well, but believes to be good, as he did when Namine was in danger. However, this can be intepreted that he acted out of frustration that his answers were being taken away from him again.
He is fiercely protective of those he considers his friends, even despite their betrayal. He fights for their will, for their memory, and for their safety without a second thought. In fact, it is this that drives him to leave the Organization, looking for answers to Xion's - and his - existence, pushing so far as to continuously put himself in danger and even possibly death as he goes to avenge his friend's death.
Powers/Abilities:
Roxas' primary abilities are almost identical to Sora; he is an expert Keybearer and is extremely strong and agile for his age and size. While Sora only wields one blade, Roxas can wield two without the aid of a Drive Form. On top of that, he has been shown to be capable of using a simple Cure spell, Glide, and very similar basic attacks that Sora has (such as aerial flips, dodges, and rolls). His primary element is Light, his own unique attribute from the Organization. A few of his special attacks include rushing forward in a blurred motion to attack, forming very bright rays of Light in the shape of the Organization symbol and as simple beams, and throwing these attacks like arrows at a target. As is standard to every Organization member, Roxas can use the Corridors of Darkness to travel across worlds and smaller distances at will. Another ability that he possesses is the ability to run up the side of a wall or building like he did in Deep Dive (Another Side, Another Story), which Sora replicated in a battle with Xemnas later on.
Limitations: Roxas will be limited only by his energy: doing too much will wear him out. He will be incapable of forming Corridors to the outside.

It wasn't like he could stop Sora from being dominant. He was powerful. He was a keybearer. He was...Well, he had a heart. But he had to try. He had to. To say that Roxas didn't feel anything when he watched Axel die was a lie. It had been his reason to break free, to challenge the one person who thought he didn't exist. "This is Roxas' Twilight Town."
No. It had been his prison. His happy little prison where everyone could keep him enclosed and locked away, safe and sound, unaware. And he had believed every single lie DiZ gave him, partially because he knew nothing else, and partly because...because he wished it had been real, and it was all he had ever wanted. He had wanted a real life. A real family, a home. And even though it had been nothing but smoke and mirrors, a pretty facade, he almost wanted it back.
The Organization had been a lie too, just a bunch of cowards destroying people's lives in order to get their hearts back. Like a grand chess game, Roxas had allowed himself to be a part of it, watching the pawns go and kill...and all the while, the king would sit back and smile.
How could he have been so stupid?
Had it been for Axel that he had done everything? Had he just stayed so he could have a friend?
Did it even matter anymore? Axel was dead.
Roxas gripped Oblivion tightly in his hand as he stared Sora down in the streets, made him step back in surprise. He closed his eyes against the rain and the dark, and let his mind focus. Axel, I'm sorry.
And then he lunged forward.

[A young boy's voice comes over the phone.]
Xion? Riqis? Where did you guys go? Can you hear me?
[There's some shuffling as he pulls his bag tighter against his back, looking around.]
If there's anyone out there, I need a little help. I need to know what world this is and- And I need to find my friends. Has anyone seen a silver haired boy and a black haired girl? Or, if not them... [So many others he could mention.] Maybe a tall man with brown hair named Terra?
