I think the way Uni would view him would depend very much on the manner of their first meeting. Some constants, though: she would definitely find him of interest, because hey, flower perfumes and someone who cares about the manner of his dress (as opposed to... the majority of the Fiertia crew, I think). And-- and-- flower perfumes, oh man, if ever he and Uni started to correspond in flower language it would be terrible and hilarious and awesome all at the same time.

And there might be a bit of amusement there, too, because his nonchalant charm and/or vanity (sorry, Byakuran-sama, but you are terribly vain) would remind Uni very much of Byakuran. This might be because she sees Byakuran everywhere; then again, it might also be because Howl is who he is. So he's without a doubt someone she would make it a point to keep an eye on, not because she's been ordered to do so or because she thinks it might benefit Byakuran, but out of her own sense of curiosity. Uni likes novelty.

Mm, for interactions, well... if he's in full-on charm mode she'd smile and curtsy prettily but probably wouldn't think too much of it or try to read anything in it other than the usual... "gentleman being a gentleman" thing. Uni's someone you can't really flirt with because in her world it's impossible for anyone to be attracted to her, even as just a joke, so she'll pretend it doesn't exist or (as in the case of Gin) if it gets to be a bit too much, will keep a polite distance. She's used to empty flattery, but genuine kindness might confuse her and catch her off-guard more than anything else; in Howl's case, if he ever does anything nice for her her first instinct will be to think it's not so much sincere as motivated by the usual exercise of charm.

TL;DR -- she'd think he's interesting, wouldn't mind having tea with him now and then, and could in all likelihood be one of the people she'd enjoy talking to, if only because he reminds her of certain things and probably knows enough of conversation to make her feel comfortable. After all, she's more comfortable when the focus is on the other person.
