Reading over the cartoon again, I can see four other clues to this that I'd missed on my first reading because they seemed perfectly normal.

For the whole series, start reading here.

There's only around a dozen of them or so, so it shouldn't take long to go through them. His cousin has gotten more understandible to American ears over time, but in the beginning, he seemed to speak only in Cockney rhyming slang.
