Here, specifically, geopgraphically, the old style of raising children from Nazi times played a role in that.
The person back then mentioned a specific gesture of punishment (for not complying) which is something that existed in this sphere: If the child doesn't obey, put it out into the cold naked (and show no mercy to its begging for wanting to come inside again).
As far as I've gome across stories about abuse and violence, which results in the development of broken personalities in the children who once endured it, sexual abuse against children seems like something that has its weird "legitimation" in the mindset of old Nazi style of raising kids - it appears moderately in circles affected by it.
And this is due to the core of the style of raising, which can be summed up as "the child has no say here". If it tries to install different circumstances, it can be treated - beat, tortured, scared, abused, locked up - as the parent pleases.

Now you're talking like an antiquated old man in this point. (And this comes from me...)
Adult prostitution, as a concept, is something that happens on a mutal base, this doesn't have much to do with exploitation. If practice looks different from that concept and is based on several dependencies, then you can put it into that drawer, but not in general.
For child and teen prostitutes it can barely be the case.
They even get chosen because of their young age - because of the aspect of the forbidden and because of the huge power imbalance that is in the game here. Children and teens have very little life experience compared to the people they face, so they're easy to mainupulate, easy to abuse, and easy to thread if they don't perform X.
Also, the things they must do for the people who'd be willing to hire them, they naturally aren't part of their world at that point in time. E. g. teens don't dream of wanting to be smothered half while having sex, neither do their about same-age partners.
Here, both fractions don't meet at eye level in no case, it'll end up in an abusive relationship anyway.
Additioanally, bad or sick experiences do a lot of harm here as they don't know how to navigate within such experiences - so that's why they shouldn't be legally allowed to do that job. - While for adults, there's definitely the moderate chance to meet on equal terms, that they have learned to navigate and defend their boundaries in this, and there is space for doing that kind of activity while in full control of your life.
