Reforms I think I understand as a means when it's about to cover the meantime between the slow decay of the old system and the radical breakdown time of such. You know, so that you've got an alternative structure securing the supply of the needy people who are in need of certain products that the previous social security systems provided them with.

I'm having my problem in that point with the sects inside "leftism" who just wait for the big collapse 'cause they assume this will be their great hour. And until then, they just keep doing nothing except for throwing smart phrases at each other's head.
If you know it's coming sooner or later, I'd rather find it good if they make up an idea how to ease the needs of the people in that final hour which have previously been in need of the bits the system drops to them.
Saying, if the breakdown is there, at everyone's surprise suddenly there's a basic supply system that doesn't leave them in the lurch.
This system surely won't be able to invent the wheel anew as it's running, it can only work with what the old one leaves them with in structures, but starting from that, you can create your new idea based on the experiences you make with this emergency system and the experiences with the previous system. Saying, emergency will be over again anytime (it should be), so then you need something that works regularly and in a calculable way. And this might become the "great hour" to install something final that's different from the previous system that handled the destribution of these goods and services. At least the emergency system was created by some normal people themselves, so they got the power what to do with their structure if it should become more than that..
