Yeah, building shelters would help but honestly they won't be able to keep up. 'Cause the world population is getting poorer and poorer. Have you heard of "poor houses' in England? When it was a crime to be homeless and jobless? The most inhumane thing imaginable. Dickens wrote a lot about it by the way. In the capitalist system any mandatory jobs turn into slavery.
No, the term doesn't ring a bell in me. But if you say Dickens already wrote about it, so I guess it's something from history reaching longer back in time, isn't it?
Yeah, it is quite interesting. Actually they had "Poor Law" some time in 1800-s , 1830-s, I think. Got all the poor people live and work in such institutions. Turned into filth, slave labor and abuse.

Hm... Might be that this is very abstract now, but it seemed more like a joke in an old-fashioned Monopoly board game that a card reading "Pay poor tax - 15$" exists. (I better say, I know it from the Monopoly Deluxe version that runs with MsDos and therefore is still playable nowadays with the Dosbox. The game, interestingly, is kept with the old prices as it nearly must have originally been invented - like, Go! brings you 200$ for crossing (I know it in German with 4000 DM), the Boardwalk costs 400$ as the most expensive street in the game. So it also is with the event cards you draw on the question mark fields and the treasure chest fields. The biggest being bank error in your favor, getting you 200$, the lowest one is "2nd price in a beauty contest" with 10$ win. This now for the base... And then, in this version of the game there exists the card with "poor tax - pay 15$". Pay hospital e. g. is 100$, school tax is 150$.) Seems like there's a little more behind it
