It refers to Super Junior and their addition to two new members after they had debuted (to make Super Junior M) and some people were/are really against it saying that the group is forever only 13 members. SJ themselves welcomed them with open arms so I don't see why these people couldn't do the same. :/

actually, Leeteuk was Only13 for awhile wasn't he? I remember him making a speech and I was so fucking angry at him for awhile even though he's my bias in that group.
