actually, I forgot...that couple wouldn't be affected by the ban >.<

I say shut down the gaming cafes after a certain hour. possibly use the slow down thing for the ones that have the games at home, but I don't see that lasting very long either. there's always SOMEONE out there that can figure out a workaround.

and the rich kids could probably just ask their parents to sign up in their name so it wouldn't recognize them as minors:\

start checking ids at midnight perhaps? kick the underage out at a certain time, and then kick the rest out at a different time.
