Pretty sure this is legit. There has been an effort to promote Sailor Moon in Japan for the past year or two. Not surprised if it's starting to spread to other countries now since the new anime is allegedly supposed to be out soon.
Plus if they didn't have permission, they definitely would not have used the actual theme song to make it so damn obvious what they're supposed to be dressed as lol.
