Can't particularly add much that hasn't been already said.
Not to excuse it, but even the effort seems fruitless, considering how well their law enforcement is in general. Focusing on one particular project, against one particular group will only inevitably fail.
Even from the perspectives of these people who think demi-humans are a threat (if that even really IS what they believe)bothering with this, when there is so much else that could be improved upon in that country, is just foolishness.
